California State Roofing Contractor License Award Process
This segment is for California homeowners. The process of a contractor being awarded an official state license is not an easy one. Working with a licensed roofer means that the roofer has demonstrated some important sound business practices and then some. Here are the details:
The State of California administers roofing licenses and related construction regulation through the Department of Consumer Affairs and the CA Contractors State License Board. A licensed business or contractor can take on roofing jobs and hire personnel to work underneath him as long as he has direct supervision of the job performed. Additionally, any business can be rated qualified if it hires an already-licensed individual that has met the state's requirements for licensing.
The specific licensing scheme requires is known as a Class C contractor's license in California. This requires both time in perform directly applicable work experience as well as passing a state exam for knowledge proficiency. In addition, a passing contractor still has to be screened for moral fitness and financial solvency prior to be approved a license. In short, those with lengthy criminal records likely won't be approved. The existence of a record isn't a basis for a denial outright, but the type of offense and if a pattern is present will be considered.
The experience component includes a criteria that applying contractors must have put in at least four years of work in roofing. This includes any level of work at the four stages of construction employment: journeyman, contractor, supervisor, and foreman. Trainees are not allowed to use their time as interns or apprentice-level work for meeting the time criteria.
The education component of the licensee exam includes the expected contractor construction knowledge as well as a proficiency in state business and law aspects. Both of these aspects require the examinee to show a basic understanding of business transactions and business contracting.
When ready to test, the examinee then has to provide a $250 fee for the application and, after passing the exam, an additional $150 for the license processing itself. California state agencies take personal checks and money orders and some offices may take credit cards as well. Applicants also need to be willing to provide a set of fingerprints before a license can be issued.
With the paperwork resolved, licensees must then address bonding requirements. California requires its contractors to be insured. The roofer has to be able to show he has a liquid capital of at least $2,500 to start a project, and that he has a bond of at least $20,000 plus a workers compensation policy in place for any hired help. This last aspect is probably the biggest challenge for many contractors to just come up with the funds to meet the requirements.
