People and businesses that want a roofing contractor's license in Florida must meet certain education and/or experience requirements and prove they are financially stable as part of the application process.
Applications for a general contractor's license with a specialty in roofing are filed with the Construction Industry Licensing Board, which is under the Florida Department of Business and Professional Regulation.
The procedures for getting a roofing contractor's license are spelled out in a 17-page application packet that is available from the state agency's website.
Education and experience are top requirements to apply. A person needs a combination of at least four years education and/or work experience. A four-year college degree in a construction-related major and at least one year experience working in the roofing business. More work experience can be substituted for college classes if the applicant has worked as a foreman for at least one year.
Financial stability is also a requirement. An applicant is required to submit a credit report that shows a score of at least 660. If the applicant's credit score is less than that, he must submit an irrevocable letter of credit from his financial institution or a bond of up to $20,000. If the applicant takes a 14-hour state-approved financial responsibility class, the bond will be reduced by half. Applicants cannot have any outstanding liens or judgments against them at the time of application.
The licensing process also includes a background check, which includes fingerprinting. The state says it will only accept fingerprints that are submitted electronically. Applicants must also be at least 18 years old.
An examination is included in the licensing process. The test is administered in sections, and the licensing board gives an applicant four years from the initial exam to take all parts. Failed sections may be retaken as many times as necessary to achieve a passing grade within this four-year time period, but an exam fee must be paid for each time a test is taken. The agency publishes the "Candidate Information Booklet, Reference List, Examination Content Information," a 16-page booklet that explains the testing procedure. Applicants may bring approved reference books to the exams, but not notes or other materials.
Applicants are required to prove they have liability and property damage insurance. They also need workers' compensation insurance coverage or proof they are exempt from needing their insurance. Proof of the exemption must be obtained within 30 days of receiving the roofing contractor's license.
